As part of the recently signed "State Program for Improving Transport Infrastructure in Baku City and Adjacent Territories for 2025-2030," flexible working hours are planned to be introduced for government institutions, educational and medical organizations.

According to Baku.ws, the chairman of the League for Protection of Citizens' Labor Rights, Sahib Mammadov, in an interview with "Xəzər Xəbər" noted that such measures could help solve traffic congestion problems.

The experience of most developed countries shows that changing working hours is an important tool in fighting traffic jams and reducing transport load. As in Western countries, different start and end times for government, private, and educational institutions will allow citizens to spend less time in traffic jams.

Sahib Mammadov believes that government structures should start work earlier than the private sector. In his opinion, it is necessary to make changes to the private sector's work schedule.

If government agencies start work at 08:00, private enterprises should start 1-2 hours later. The expert is confident that eliminating simultaneous workday starts will help solve the traffic congestion problem.

The expert emphasized that according to legislation, the working day duration is eight hours, while the start and end times are determined by the employer. Otherwise, it would be interference in the enterprise's operations.

The Cabinet of Ministers can make decisions for the public sector, however, interference in private enterprises' operations is considered inappropriate.

Sahib Mammadov noted that changing working hours will allow distributing workers' movement over time, which will significantly help in solving the traffic congestion problem.
