In order to optimize traffic flow in Baku, flexible working hours will be introduced for government institutions, educational and medical organizations.

According to Baku.ws, this measure will be implemented as part of the State Program for 2025-2030, approved by President Ilham Aliyev's decree.

In 2025-2026, changes in working hours are planned for both public and private sectors, as well as educational and medical institutions. The Cabinet of Ministers, Ministry of Labor and Social Protection, Ministry of Science and Education, Ministry of Health, and TƏBIB will coordinate the process.

It's important to note that this approach is already successfully implemented in the USA, Europe, Turkey, and Russia. The planned changes in Baku are based on international experience.

In major US cities, especially New York, Los Angeles, and Chicago, government institutions and business centers operate at different times. Some offices open at 07:00, others start at 09:00. School start times also vary, helping to avoid morning traffic jams.

In leading European countries like Germany, the UK, and France, there is clear differentiation of working hours between public and private sectors. In Germany, schools typically start between 07:30-09:00, while government institutions start between 08:00-09:30. Workers are offered flexible schedules, which significantly reduces traffic congestion.

In major Turkish cities - Istanbul and Ankara - schools and businesses start at different times to prevent congestion. In Istanbul, some schools operate in two shifts, and government institutions start between 08:30-09:30.

In Russian megacities - Moscow and St. Petersburg - government and educational institutions operate on different schedules. Moscow's mayor has repeatedly proposed changing government institution working hours to reduce traffic load. Currently, schools open at 08:00, and government institutions at 09:00. Remote work regulations are also in place.

The planned changes in Baku will be adapted to the city's transport infrastructure, taking into account international experience.
