Legislative regulation of social media activity is proposed in Azerbaijan

In Azerbaijan, it is proposed to develop a law regulating the activities of social networks and defining their responsibility.

As reported by BAKU.WS with reference to Report, this proposal was made by deputy Hikmet Mammadov at the first plenary session of the autumn session of the Milli Majlis in 2026.

According to him, social networks violate the country's digital sovereignty.

"The overwhelming majority of these platforms are private companies. They enter the Azerbaijani market, engage in various activities, violate our information sovereignty, and manipulate national-ideological consciousness. All of this requires the regulation of social media platform activities through a unified law, so that they do not pose a threat to our digital sovereignty. I believe it is necessary to develop a draft law and, first of all, to define the responsibility of these companies in Azerbaijan. What legal responsibility they bear, what restrictions should and can be applied for disinformation, manipulation, ideological provocations — all of this must be defined by law," he said.

According to the deputy, these companies generate significant revenues in Azerbaijan, and the issue of their taxation should be regulated by law.

"That is, when our digital sovereignty is violated, we should have the ability, as is done in some European countries, to file a lawsuit against a social media platform so that the company, recognizing its financial liability, would not allow such activities in the future," the deputy added.
