Moscow issued a statement on the results of expert consultations with Washington held yesterday in Riyadh.

The text is provided by the Kremlin press service.

"1. In accordance with the agreement between the presidents of Russia and the United States, the Russian and American sides have agreed to ensure the implementation of the 'Black Sea Initiative,' which includes ensuring the safety of navigation in the Black Sea, non-use of force, and preventing the use of commercial vessels for military purposes by organizing appropriate control measures through inspection of such vessels.

2. The United States will facilitate the restoration of access for Russian exports of agricultural products and fertilizers to the global market, reduce the cost of marine transport insurance, and expand access to ports and payment systems for such transactions.

Note:

Points 1 and 2 come into force after:

Lifting of sanctions restrictions on Rosselkhozbank and other financial organizations involved in international trade operations for food (including fish products) and fertilizers, their connection to SWIFT, opening of necessary correspondent accounts;

Lifting of restrictions on trade financing operations;

Lifting of sanctions restrictions on companies producing and exporting food (including fish products) and fertilizers, as well as lifting restrictions on the work of insurance companies with food (including fish products) and fertilizer cargoes;

Lifting of restrictions on port services for vessels and sanctions on vessels under the Russian flag involved in trade of food (including fish products) and fertilizers;

Lifting of restrictions on the supply of agricultural machinery to the Russian Federation, as well as other goods involved in the production of food (including fish products) and fertilizers.

3. Russia and the United States have agreed to develop measures to implement the agreements of the presidents of the two countries on the prohibition of strikes on energy facilities of Russia and Ukraine for a period of 30 days, starting from March 18, 2025, with the possibility of extension and withdrawal from the agreement in case of non-compliance by one of the parties.

4. Russia and the United States welcome the good offices of third countries aimed at supporting the implementation of agreements in the energy and maritime spheres.

5. Russia and the United States will continue to work towards achieving a lasting and enduring peace," the document states.

The meeting lasted more than 12 hours. Participants took breaks three times and then continued the dialogue.

The Russian delegation was headed by the Chairman of the Federation Council Committee on International Affairs Grigory Karasin and Advisor to the FSB Director Sergey Beseda. The American delegation included Senior Director for Europe at the National Security Council Andrew Peek, Director of Policy Planning at the State Department Michael Anton, as well as assistants to the Special Envoy for Ukraine Keith Kellogg and National Security Advisor Mike Waltz.
