"Members of the European Parliament also state that no temporarily occupied Ukrainian territory will be legally recognized by the EU and its member states as Russian territory," the statement indicates.

It is noted that the outcome of the conflict will have a profound impact on the entire European security system, and therefore "nothing about Ukraine should be decided without Ukraine, and nothing about Europe without Europe."

The authors of the resolution stated that the dual policy of the United States regarding Kyiv "damages the achievement of a lasting peace." "Members of the European Parliament also emphasize that any peace agreement should not limit Ukraine's ability to defend its sovereignty, independence, and territorial integrity," the statement reads.

The European Parliament's resolution suggests that any peace agreement should provide for Russia to pay compensation to Ukraine. MEPs also called on EU countries to adopt and implement a "reparation credit" secured by frozen Russian assets. The statement indicates that the fate and conditions of use of these funds cannot be discussed in negotiations without the EU. In case Russia refuses to join peace negotiations, the European Parliament members called on the EU to impose additional "substantial" sanctions against it.
