Surgeon with a technical university diploma discovered in a Baku clinic

The scandal around Laser Beauty clinic is gaining momentum. During recent inspections, the Ministry of Health identified violations in one of the network's branches, located in Baku (Yasamal district, Ismayil bek Gutgashinli street). In connection with this, a request was sent to the Ministry of Economy to suspend or revoke the clinic's license.
Despite the Ministry of Health's order to eliminate the violations, the management of Laser Beauty Clinic did not take the necessary measures. As a result, the Ministry of Economy administratively suspended the branch's license appendix, setting a deadline for correcting the deficiencies - March 12.
However, it has become known that, despite the ban, the clinic's branch continues to operate and provide cosmetic services.
As Oxu.Az reports with reference to Qaynarinfo, one of the key issues that caused public resonance concerns doctor Nigar Rufat, who works in the clinic without passing mandatory certification.
In addition, doubts have arisen about the authenticity of her diploma. According to her official biography, Nigar Rufat studied at Baku State University (2007-2012) at the Faculty of Law, and then received education in "pharmacology" at Kyiv National University (2017-2021).
However, it was discovered that she actually graduated from Kyiv State University of Technology and Design, but indicated a more prestigious educational institution in her biography.

The allegations about the falsification of Nigar Rufat's diploma are quite serious and important. To protect the reputation of the healthcare system and ensure patient safety, such statements should be objectively investigated and appropriate decisions made.
Another point is related to the specialty that Nigar Rufat allegedly received. The higher educational institution where this lady, who decided to become a pharmacist after receiving a legal education, is better known for training specialists in the field of mechanical engineering, and it is said that the university prepares specialists to work in industry and manufacturing in the specialty of "pharmacology." How appropriate it is for graduates of this faculty to work as doctors should be decided by the relevant structures.
It should be noted that Nigar Rufat's name is not registered in the unified information registry of medical personnel as a medical worker, and she has not gone through the process of doctor certification. This became known as a result of inspections conducted by the Center for Analytical Expertise (CAE) of the Ministry of Health.
The CAE statement on this matter says: "The appeals received from the media also mentioned the illegal performance of surgical operations by doctors at Laser Beauty Clinic. It was reported that one of the doctors of this clinic, Nigar Rufat, did not go through the process of doctor certification.
This issue was considered at the Center for Analytical Expertise of the Ministry of Health. The CAE, within its powers in accordance with the law of the Republic of Azerbaijan "On regulating inspections in the field of entrepreneurship and protecting the interests of entrepreneurs," conducted scheduled (regular) and unscheduled (extraordinary) inspections at the institution called Lazer Beauty Clinic. Based on the facts revealed during the inspection of the administrative offense, a protocol on administrative offense was drawn up and sent for further execution.
It was established that Nigar Rufat, mentioned in the appeal, is not registered in the unified information registry of medical personnel of the Ministry of Health as a medical worker, and her name was not found in the list of clinic staff during the inspection, and an appropriate administrative penalty was chosen against the private institution Lazer Beauty Clinic."
As can be seen, Nigar Rufat had been illegally working in the aforementioned clinic for a long time without going through the process of doctor certification, and illegally provided medical services to dozens, if not hundreds of patients. This was only revealed after the media wrote about her. Despite this, there is information that she subsequently continued her activities at the clinic.
Let's note one more point: last year, the personnel, science and education department of the Ministry of Health, in response to a request from Qaynarinfo, reported that a person named Nigar Rufat did not participate in the certification process for medical workers, her name is not listed in the "State Register of persons entitled to engage in medical and pharmaceutical activities in Azerbaijan." This fact also proves that she had been illegally working for a long time in one of the well-known clinics in Baku.
