"After the recent changes in legislation, we are receiving many questions about who is entitled to free apartments. According to the relevant orders of the President of Azerbaijan and the resolutions of the Cabinet of Ministers, some of our citizens have the right to receive free housing from the state."

As reported by BAKU.WS, this was stated by economist-deputy Vugar Bayramov.

He noted that persons with disabilities acquired in connection with the protection of territorial integrity, independence, constitutional order of Azerbaijan, as well as families of the deceased are provided with housing at the expense of the state budget.

"At the same time, free apartments are provided for persons with visual impairments who were registered before August 16, 2021, as well as for graduates of social and educational institutions for children who have lost their parents or been deprived of parental care. That is, free housing is provided both for citizens with visual impairments and for children who have lost their parents. According to the legislation, regardless of the date of registration, this benefit is provided for persons with disabilities related to the liquidation of the Chernobyl nuclear power plant accident (including the performance of military or official duties), for persons with disabilities acquired during military operations in 2020 in connection with the protection of territorial integrity, independence, constitutional order of Azerbaijan, for families of the deceased, for persons awarded the title "Hero of the Patriotic War," as well as for family members of persons who were posthumously awarded this title."

Citizens who meet the specified benefit categories must provide the following documents to receive free housing:

1. Copies of identity cards of each family member;

2. Certificate from the State Real Estate Registry Service on the presence or absence of property ownership for each family member over 18 years of age;

3. Certificate from the municipality at the registration addresses for each family member over 18 years of age;

4. Copy of the order of the relevant local executive authority on being in the housing queue;

5. Copy of the relevant document confirming disability, or certificate of a family member of the deceased;

6. Certificate from the registration address (Form-2, copy of the document on house ownership);

7. Certificate from the actual place of residence (copy of the document on house ownership);

8. Other documents related to marital status.

The above-mentioned benefit categories of persons are provided with apartments or individual houses by the Ministry of Labor and Social Protection of the Population in order of priority in accordance with current legislation and taking into account the family composition.
