Can those who do not pray fast?

One of the topics discussed annually at the beginning of Ramadan is whether a person who does not perform the obligatory five daily prayers can fast? What does religion say about this?
As stated by Samid Guliyev, a theologian from the Caucasus Muslims Board, in a conversation with Oxu.Az, prayer is not a mandatory condition for fasting.

"Currently, we are in the blessed month of Ramadan. The Prophet of Islam (peace and blessings be upon him) said in one of his sermons: 'Ramadan brings us its mercy and grace.' This is a unique phenomenon because we don't go seeking mercy; rather, the month comes to us with it. How much benefit we receive from this month and how close we get to Allah depends on our actions. In fact, the essence of the blessed month of Ramadan lies in acquiring divine piety. Righteousness is perfected through prayer. According to Islam, prayer and fasting are obligatory acts. However, fasting does not necessarily have to be accompanied by prayer. If a person fasts without performing prayers, this does not prevent their fast from being accepted. Only Allah can accept worship. It is incorrect to tell someone: 'If you don't pray, then don't fast,'" the scholar explained.
