Barriers faced by entrepreneurs will be investigated in Azerbaijan
A large-scale study of administrative, technical, and economic barriers hindering entrepreneurs' market entry and business operations is planned in Azerbaijan.
As reported by BAKU.WS, this issue was raised in the speech of Elnur Bagirov, Chairman of the State Agency for Antimonopoly and Consumer Supervision under the President of the Republic of Azerbaijan, at the III National Competition Forum.
According to the head of the agency, to improve the competitive environment in the market, it is necessary to assess the impact of licensing and permitting procedures, technical conditions, access to infrastructure, and other regulatory requirements on business activity.
In the National Action Plan for 2027–2029, the analysis of such regulatory mechanisms and the preparation of well-founded proposals for their improvement have been identified as one of the priority areas.
The document also provides for a preliminary assessment of competition risks. This approach should make it possible to identify situations that could restrict market competition in a timely manner and take appropriate measures.
Elnur Bagirov emphasized that one of the key goals of competition policy is to expand equal opportunities for economic activity, stimulate private investment, and create more efficient markets.
It should be noted that the National Action Plan was approved by the decree of the President of the Republic of Azerbaijan dated September 11, 2026.
