Who will compensate the owners of vehicles damaged in the fire?

On April 20, a severe fire broke out at a commercial facility in the Binagadi district of Baku, damaging vehicles parked nearby.
As reported by BAKU.WS, four out of five cars located there were completely burned.
The question arises: who will compensate the owners of the damaged vehicles?
According to one of the victims, Abulfaz Aliyev, the owner of the facility where the fire occurred has not yet contacted them. "Yesterday he came to the scene. They say he promised to compensate for the damage. He himself suffered great losses, may the Almighty give him strength," the man said.
Another victim, Fakhri Ismayilov, shared details of the incident.
"We were drinking tea when suddenly we heard screams. I ran out and saw that the car was on fire. I rushed into the fire and managed to pull out my car. I called the insurance company, but they said they don't handle such cases. They advised me to contact the owner of the facility," he noted.
The severe fire also damaged some rooms in the nearby dormitory where former internally displaced persons live. But should insurance companies pay compensation to victims in such a situation?
According to insurance expert Emil Agabagirov, in such incidents, payments are not made under mandatory car insurance.
