Tense negotiations in Bonn: how Azerbaijan saved the agenda from failure

The second day of climate negotiations in Bonn is taking place in a tense atmosphere. Participants are making significant efforts to reach consensus on the agenda, indicating the complexity of the path ahead toward concrete results.
While delegates were discussing the adoption of the agenda, the negotiation venue became the site of a protest by environmental activists. Demonstrators displayed banners with slogans: "Freedom for the Amazon", "No to fossil fuels", "Our future is not for sale!", "Climate leadership is not oil!". Through their actions and statements, they sought to draw attention to the urgency of climate issues and the need for decisive action.
Participants of the Bonn negotiations, representing various countries and organizations, arrived with different expectations for the discussions in Germany.
"Our primary expectation is the adoption of the financial agenda. Then we want to find concrete solutions to the issues provided for in Article 9.1 of the Paris Agreement. We are also waiting to see how the problems related to the actions of the G7 countries, which violate the financing process, will be resolved," said Ajaratu Malika Cisse, a representative from Côte d'Ivoire.
One of the key moments of the second day of negotiations was the process of approving the agenda. This issue, which had delayed the work of the conference for two days, was finally resolved thanks to the support provided by the Azerbaijani delegation to Brazil. Today became a turning point for the Bonn negotiations.
Initially, the agenda was supposed to be agreed upon by Brazil as the host country of the upcoming COP30. However, due to complications, the Brazilian side asked Azerbaijan for help. After this, the Azerbaijani delegation conducted intensive negotiations with all parties, which ultimately led to the adoption of the agenda.
The Executive Director of COP30, which will be held in Brazil, Ana Amelia Campos Toni expressed gratitude to Azerbaijan for their support and spoke about the preparation for the conference in Belem: "We are learning from Azerbaijan how to prepare Belem for COP. We are not ready yet, but by the start of COP30, we will be fully equipped. Adaptation and just energy transition are extremely important topics. Together with Azerbaijan, we aim to increase climate financing to $1.3 trillion. Additionally, Brazil, together with Azerbaijan, is expanding activities to achieve common goals."
