Parliament of Azerbaijan protested against a bill of the U.S. Congress
The Milli Majlis of Azerbaijan expressed a strong protest in connection with the adoption by the Foreign Affairs Committee of the U.S. House of Representatives on July 22, 2026 of bill H.R. 9087.

The statement emphasizes that the Milli Majlis categorically rejects the unfounded accusations against Azerbaijan contained in the document. It is noted that this initiative constitutes a gross violation of international law norms and represents an attempt to use the U.S. Congress as an instrument of political pressure on Azerbaijan in the interests of the Armenian lobby.
The author of the bill, Congressman Brad Sherman, is known for his close ties with Armenian lobbying groups and consistent support of their agenda, the statement says. It also states that such initiatives, put forward ahead of Congressional elections, are not aimed at protecting U.S. national interests but rather pursue the goal of obtaining political and financial support from lobbying circles. The Milli Majlis calls on U.S. law enforcement agencies to investigate such actions and provide a legal assessment of them.
The statement also notes that this initiative is part of a years-long campaign by the Armenian lobby aimed at discrediting Azerbaijan. A similar position is held by former Prosecutor of the International Criminal Court Luis Moreno Ocampo, who prepared politically biased opinions with financial support from Armenian nationalist circles. The same line can be traced in the activities of a number of European parliamentary structures, including PACE, where individual deputies such as Frank Schwabe have repeatedly come forward with biased initiatives against Azerbaijan. All these actions, in the opinion of the Milli Majlis, are part of a coordinated campaign conducted by the Armenian lobby across various international platforms.
The Milli Majlis expressed concern over the fact that such steps are being taken during a period of consistent advancement of the peace agenda between Azerbaijan and Armenia.
"International efforts aimed at establishing a strong and lasting peace, particularly the mediation initiative and direct support of the process by U.S. President Donald Trump, have created real opportunities for the normalization of relations between the two states. Under such conditions, attempts by individual congressmen to secure the adoption of politically motivated unilateral decisions not only undermine the atmosphere of trust but also obstruct the peace process. Such actions serve exclusively the interests of radical chauvinist circles of the Armenian lobby.
