Preparation for war has begun: what steps is Germany taking against Russia?

In the latest issue of the "Military Chronicle" section on Baku TV, the beginning of Patriot missile production in Germany is discussed.
According to Reuters, European arms manufacturer MBDA will for the first time set up production of Patriot missiles and launchers at a new facility opened in Bavaria, Germany. The plant was established as part of a contract worth about $6 billion, signed in 2024 between Raytheon and MBDA, and will significantly increase Europe's production capacity for these missiles.
The head of MBDA's German division, Thomas Gottschild, emphasized that the accumulated experience in maintenance and repair is sufficient for transitioning to production. The MIM-104 Patriot system is designed to protect against short and medium-range ballistic missiles, as well as combat aircraft, using PAC-2 and PAC-3 missiles.
It is noted that the facility in Bavaria has strategic importance for Europe amid high demand caused by the Russian-Ukrainian conflict and long-term shortages. According to plans, part of Germany's 2026 military budget of 83 billion euros will be allocated for purchasing weapons from US companies, with the remaining funds directed toward acquiring products from European manufacturers.
Additionally, Germany is preparing its healthcare system for possible real war conditions. In particular, 15,000 beds will be added to the total hospital capacity of 440,000 beds, and capabilities will be created to receive at least 1,000 wounded daily. This approach is based on experience gained during the hostilities in Ukraine.
