How can foreigners obtain citizenship of Azerbaijan? - RULES

The main legislative act regulating the acquisition of Azerbaijani citizenship is the law "On Citizenship of the Republic of Azerbaijan," as well as corresponding subordinate regulatory acts.
Foreign citizens and stateless persons can become citizens of Azerbaijan if they meet certain conditions. The process of obtaining citizenship includes verification of several criteria: length of residence in the country, financial solvency, language proficiency, and loyalty to the constitutional order.
Key requirements for obtaining citizenship:

Legal residence in Azerbaijan for at least five consecutive years, starting from the moment of obtaining a residence permit;

Knowledge of the state language (Azerbaijani) with confirmation through an exam that includes reading, writing, and conversational skills;

Having a legal source of income sufficient for a decent standard of living for the applicant and family;

Written commitment to observe the Constitution and laws of Azerbaijan.
Special cases:
The law allows for relaxation of standard requirements for certain categories of citizens:

Persons with outstanding achievements in science, technology, culture, or sports;

Persons who have special importance for the state or have provided substantial services, such as major investors or specialists in strategically important industries.
Such applicants can obtain citizenship without meeting the minimum residence period and other standard conditions by decision of the President of the Republic of Azerbaijan.

CV/autobiography (2 copies);

Four 3×4 cm photos;

Receipt of state fee payment (110 manats);

Document confirming language proficiency;

Notarized copy of passport and translation;

Income certificate or bank account statement;

Sponsor documents if there is no personal income;

For former citizens of Azerbaijan - confirmation of previous citizenship.
Where to submit documents:

Within the country - through the State Migration Service or ASAN centers;

Abroad - to diplomatic missions of the Ministry of Foreign Affairs of the Republic of Azerbaijan.
After submission of documents, the competent authorities conduct a verification, and the final decision on granting citizenship is made by the President of Azerbaijan.
