Requirements for holding the "Last Bell" ceremony have been established in Azerbaijan.

The instructions also state the following:

- The "Last Bell" must be held without disrupting the educational process and under safe conditions;

- The "Last Bell" event must begin on June 13, 2026, at 08:00, 09:00, or 10:00 AM and conclude no later than 2 hours after its start.

The following are permitted to attend the event:

- Parents (guardians/custodians) of 1st and 11th grade students;

- Representatives of education management bodies (Ministry of Science and Education, State Agency for Preschool and General Education, Baku City Education Department, district education department);

- Pre-assigned police officers to ensure public order, representatives of local executive authorities, families of martyrs and veterans, as well as parents who play an active role in the school's public and social life.

Requirements for students' attire, discipline, and ethical behavior have also been established:

- Students must attend the event in school uniforms;

- The appearance of graduates must comply with the disciplinary rules of the educational institution and be neat;

- The use of inappropriate (vulgar) music is not permitted.

The "Last Bell" script must align with national and moral values, include official and artistic segments, and be approved by the school administration. The event must begin with the performance of the National Anthem, followed by a moment of silence in honor of the martyrs.

Organizational restrictions have also been established: no special preparations are permitted for invited guests, only drinking water may be placed on the tables, and the giving of gifts and bouquets is prohibited. The artistic segment must be performed exclusively by the school's own resources.

Furthermore, according to these requirements, pedagogical council meetings must be held in schools, corresponding decisions must be adopted, and parents must be informed. The instructions must be posted in accessible locations, and parents must be familiarized with the rules for holding the event in advance.
