At a meeting of the Presidium of the National Academy of Sciences of Azerbaijan (ANAS), the question of expelling Ramiz Mehtiyev from the membership of the Academy was considered.

As reported by BAKU.WS, this was announced on the ANAS website.

It is reported that according to clause 3.6 of the Regulations on Elections, Rights and Duties of Members of the National Academy of Sciences of Azerbaijan, approved at the General Assembly of ANAS on November 23, 2023, in the event that an Academy member commits actions that disgrace the reputation of the country and the Academy, as well as fails to fulfill their duties, the question of their expulsion from ANAS membership is discussed at a meeting of the Academy's Presidium. After the adoption of a corresponding decision, the matter is submitted for approval to the General Assembly of ANAS.

ANAS President, Academician Isa Habibbayli, opening the Presidium meeting, stated that Ramiz Mehtiyev had committed criminal actions disgracing the reputation of the country and violating the requirements established by the Charter for Academy members. It was noted that he had been sentenced to 14 years of imprisonment by the Baku Court for Serious Crimes. The criminal acts of Ramiz Mehtiyev, who had harbored plans to change the constitutional order of our independent state, constitute a betrayal of our independent statehood — unforgivable actions incompatible with the title of Academy member, discrediting the title of scholar and undermining its authority. Ramiz Mehtiyev, who committed state treason and was sentenced by the court to a severe punishment, cannot remain a member of ANAS.

In connection with all of this, taking into account the criminal acts committed by Ramiz Mehtiyev, unworthy of a citizen of the country and an Academy member, as well as the verdict of the Baku Court for Serious Crimes sentencing him to 14 years of imprisonment, his expulsion from ANAS membership was deemed appropriate, and the matter was put forward for discussion by the members of the Academy's Presidium.

The members of the ANAS Presidium resolutely condemned the criminal acts of Ramiz Mehtiyev, who betrayed our independent state, attempted to change the constitutional order, and, abusing his official powers, illegally acquired wealth. They emphasized the inadmissibility of these actions, proven in court, stating that there is no place for Ramiz Mehtiyev among Academy members.

It was noted that Ramiz Mehtiyev, who had a long career in the system of public administration and widely enjoyed the opportunities provided by the state, committed an unforgivable act by embarking on the path of state treason.

At the ANAS Presidium meeting, the question of expelling Ramiz Mehtiyev from Academy membership was put to a vote and approved.

It is reported that in accordance with the requirements of the Regulations on Elections, Rights and Duties of Members of the National Academy of Sciences of Azerbaijan, this decision of the ANAS Presidium must be approved by the General Assembly of the Academy.

In conclusion, the ANAS Presidium adopted a decision to convene the General Assembly of the Academy on October 30, 2026.

It should be noted that the former Head of the Presidential Administration Ramiz Mehtiyev was sentenced to 14 years of imprisonment by the Baku Court for Serious Crimes.

According to the verdict, taking into account Ramiz Mehtiyev's age and his health condition due to existing illnesses, a decision was made on the basis of Article 70 of the Criminal Code to consider the imposed imprisonment sentence as suspended.

The verdict also provides for the submission of a motion to consider stripping Ramiz Mehtiyev of his state awards.

The verdict also reflects the decision to confiscate Ramiz Mehtiyev's property and transfer it to state revenue.

As a reminder, in October 2025, the State Security Service opened a criminal case against Ramiz Mehtiyev. He was charged under Articles 193-1.3.2 (legalization of property obtained through criminal means), 274 (state treason), and 278.1 (actions aimed at the violent seizure of power or violent change of the constitutional order of the state) of the Criminal Code.

Ramiz Mehtiyev held the position of Head of the Presidential Administration from 1995 to 2019.
