New rules in the public sector: how will incomes change?
Azerbaijan is entering a new phase of modernizing the remuneration system in public service. The key element of the reform is the complete elimination of the bonus mechanism, which is designed to create a more transparent and sustainable financial model in the sphere of public administration.
As reported by BAKU.WS, the corresponding amendments were introduced by the Milli Majlis into the law "On Public Service" and a number of other regulatory documents.
According to the new approach, all types of bonuses funded from the state budget - both collective and individual incentive payments - will be phased out.
Under the previous system, additional budgetary funds were allocated annually for bonuses to civil servants. The amount of such payments typically constituted up to three official salaries of the employee and included collective bonuses for public holidays, as well as individual payments for outstanding merit. However, this mechanism frequently raised concerns related to uneven distribution of funds and insufficient transparency.
The new reform aims to build a clearer, more stable, and predictable remuneration system. The financial provision of civil servants will be based on the base salary, which will increase income stability. As a result, employees will receive more stable earnings without being tied to the expectation of additional bonuses and will be able to plan their personal finances more effectively.
In addition, the new model enhances the efficiency of state budget management. The elimination of expenditures on additional bonuses opens up the possibility of directing the freed-up funds toward more targeted needs - expanding social projects, improving the quality of public services, and institutional development.
At the same time, a unified and transparent remuneration system strengthens the principle of equality in public service. The introduction of a clear and standardized payment mechanism creates conditions for motivation to be built on professionalism, performance, and career advancement.
Overall, the ongoing changes are aimed at transitioning the public service to a more modern, flexible, and effective management model. The new system is designed to make a significant contribution both to stabilizing the social well-being of civil servants and to further strengthening transparency and trust in public administration.
