Why did bread weight decrease in Azerbaijan?

In addition to factory-made bread weighing 510g, which is sold in stores for 55 qapiks, a 620g product will also be offered at a new price of 65 qapiks.
As reported by Baku.ws with reference to Baku TV, this is stated in the recently distributed information about factory bread prices. Notably, the weight of the product sold for 55 qapiks has decreased.
Earlier, in January 2022, the statement from Azerbaijan's State Service for Antimonopoly Control and Consumer Market Supervision indicated that when the bread price increased from 50 to 65 qapiks, its weight would be 650g.
In a joint statement by major Azerbaijani producers in August of the same year, regarding the price increase, it was also stated that the bread would weigh 650g. During this time, the wholesale price of one bag of flour decreased from 40 manats 70 qapiks to 25 manats, almost by 40%. This allowed for a gradual reduction in the price of 650g bread from 70 to 55 qapiks, by 21.5%. However, from the latest statement, it becomes evident that manufacturers effectively compensated for the bread price reduction by decreasing its weight.
As a result, the bread weight decreased by 21.5%, from 650g to 510g. Thus, the cheaper flour price had no real impact on its cost.
