Siavush Novruzov: Why does a farmer need permits from seven ministries to build on his own land?

A farmer has 200 hectares of land, it is private, privatized. However, he has no opportunity to build on his territory a warehouse, an office, or anything else.

As reported by BAKU.WS with reference to Oxu.Az, this was stated by deputy Siyavush Novruzov at today's session of the Milli Majlis Committee on Agrarian Policy during the discussion of the draft law "On the Agrarian Sphere."

"When you start building, they say that the land category needs to be changed. If the farmer had a warehouse here, if he stored his produce in his own warehouse, didn't put it in someone else's cold storage, then in winter, when prices rise, he could put it up for sale and earn more income.

However, to change this category, it is necessary to obtain permission from seven ministries in the Cabinet of Ministers of the Republic of Azerbaijan. This is private property, why should one obtain permission from the State Service on Property Issues? The farmer is not building a seven-story building to go and get permission from the committee on construction and architecture. He is building one office so that both workers and the accountant can sit there, so that during lunch break workers can eat, and normal conditions should be created for working families so that they can also be here," the deputy emphasized.
