More than 50 state companies will pay dividends to Azerbaijan's state budget in 2027

In 2027, 52 state-owned enterprises in Azerbaijan will be required to pay dividends totaling 872 million manats to the state budget.

As Report informs, this is reflected in the draft budget package for 2027.

The document is being discussed at today's session of the Milli Majlis Committee on Economic Policy, Industry, and Entrepreneurship.

According to the budget package, compared to 2026, the number of enterprises with dividend payment obligations has increased 26 times, and the total amount of dividend payments has increased by 45.3%.

Next year, 434 million manats of the total dividend amount is to be paid by the State Oil Company of Azerbaijan (SOCAR), and 175 million manats by the International Bank of Azerbaijan OJSC.

In addition, Azərsilah Defense Industry Holding CJSC will be required to pay 71.3 million manats, Azerbaijan Airlines CJSC – 48.8 million manats, AzerGold CJSC – 39.6 million manats, Azərenerji OJSC – 36.5 million manats, Azercell Telecom LLC – 21.3 million manats, Azerbaijan Business Development Fund OJSC – 7.9 million manats, Azəralüminium LLC – 4 million manats, the State Advertising Agency – 3.1 million manats, Azərişıq OJSC – 2.4 million manats, and the State Cadastre and Registry of Immovable Property – 2.3 million manats. Other state-owned enterprises will collectively be required to pay 25.8 million manats.

President Ilham Aliyev approved on December 29, 2025, the "Rules on the Distribution of Net Profit and General Parameters of Dividend Policy for State-Owned Legal Entities, Legal Entities Whose Controlling Stake (Shares) Belongs to the State, and Public Legal Entities." The rules regulate the legal and organizational issues related to mechanisms for controlling dividend payments to the state budget.

According to the rules, state-owned enterprises must pay at least 30% of their net profit to the state budget in the form of dividends. The rules do not apply to state-owned enterprises whose shares are listed on leading stock exchanges outside the country.
