Vugar Bayramov: All former internally displaced persons will be offered housing

Following Azerbaijan's victory six years ago, a large-scale process of restoration and construction began in the liberated territories. The first state program "Great Return" will be completed this year, and the next one will be planned for 2027-2030.

As reported by Oxu.Az, this was stated by MP Vugar Bayramov at today's plenary session of the Milli Majlis.

According to him, first and foremost, it was necessary to restore the transport, social, communal, and other infrastructure in these territories, which had been completely destroyed during the years of occupation.

"During this period, 26 billion manats were allocated from the state budget alone for the restoration of the liberated territories. Currently, 64 roads with a total length of 3,720.5 km are under construction here. To date, the construction of 17 roads with a total length of 1,338 kilometers has been fully completed. In addition, three international airports of strategic importance have been put into operation.

After the victory, along with strengthening national security and the country's defense capability, one of the main priorities became the return of residents to the liberated territories. Currently, about 100,000 citizens live, work, and study there. Of these, 41,213 are former internally displaced persons who have returned to their permanent place of residence.

The largest number of residents returned to the Aghdam district — 8,300 people have already settled there. 7,112 former internally displaced persons have returned to the Jabrayil district.

The creation of necessary infrastructure facilitates the return of the population. In the coming months and throughout 2027, mass resettlement is expected in the liberated territories. Each former internally displaced person will be offered housing in their historical homeland. No one will be left out of this process. This is the political will of the head of state.

During the past period, the President has visited the liberated territories more than 600 times. During these trips and events, he laid the foundations for over 180 projects and participated in the opening of more than 170 facilities. No head of state in the world has visited a single region so frequently. This once again confirms the President's special attention to the return of residents and the restoration of the territories," the MP emphasized.

According to him, after the victory, the economy of Karabakh has grown fourfold:

"If in 2020 the total volume of production in the main sectors of the economy of the Karabakh economic region was 1 billion 548 million manats, this figure has now reached 6 billion manats.

The economy of East Zangazur has grown 30-fold after the victory and exceeded 4 billion manats. In 2020, the total volume of production in the main sectors of the economy of this region was only 134 million manats. Currently, the volume of industrial production in East Zangazur has reached 100 million manats, and the volume of agricultural sector production has exceeded 170 million manats."
