In July 2025, the number of civilian casualties in Ukraine from Russian military actions reached a three-year high.

As reported by BAKU.WS with reference to the UN Human Rights Monitoring Mission in Ukraine (HRMMU), 286 civilians were killed last month, and another 1,388 were injured. This was the highest figure since May 2022 and exceeded the statistics for June 2025. Civilian casualties were recorded in 18 of Ukraine's 24 regions.

HRMMU Chairperson Danielle Bell noted: "For the second consecutive month, the number of civilian casualties has reached a three-year high. Only during the first three months after the start of Russia's full-scale invasion were there more deaths and injuries than in the past month."

The mission emphasizes that the high number of casualties continues the upward trend in 2025: the number of victims from January to July exceeded the same period in 2024 by 48%. "The risk is significantly higher than last year and continues to grow," Bell added.

Since the beginning of Russia's full-scale invasion of Ukraine, the HRMMU has documented the deaths of at least 13,883 civilians, including 726 children, and 35,548 wounded, including 2,234 children
