Taxis are prohibited from demanding additional payment

Passenger transportation by taxi cabs must now be carried out by carriers who have the appropriate permit and admission card, at a price determined by the taximeter readings or through software that performs the functions of a taximeter when connected to a taxi ordering service.

As reported by BAKU.WS with reference to the Cabinet of Ministers of Azerbaijan, this is reflected in the changes to the "Rules for conducting a competition to attract carriers to regular intracity (intradistrict), intercity (interdistrict) and international passenger transportation by road transport", approved by the Cabinet of Ministers.

It is prohibited to carry passengers by taxi cabs without a permit or on the basis of a permit belonging to other persons, as well as to operate vehicles without an admission card when transporting passengers. In addition, it is forbidden to charge additional fees above the price determined by the taximeter readings or software that performs the functions of a taximeter.
