On January 13, the President of the Republic of Azerbaijan Ilham Aliyev got acquainted with the activities of the "Demirli" mining and processing complex in the village of Janyatag in Agdere district.

As reported by BAKU.WS, Minister of Economy Mikayil Jabbarov and President and CEO of Azerbaijan International Mining Company Limited Rza Veziri informed the head of state about the complex.

It was reported that the complex includes a copper flotation plant, a wet waste storage facility, an electrical substation, and other buildings. The mining and production complex with a total area of 929 hectares was reconstructed based on Turkish and German technologies. 15.3 million manats of private investment were put into reconstruction and restoration work.

"Demirli" is the first project in the mining industry to begin operations in the liberated territories of Azerbaijan. The copper flotation plant will process ore mined from the "Demirli" mine and produce the final product - copper concentrate. Its annual production capacity is 5.6 million tons of ore.

The "Demirli" copper deposit, which was under Armenian occupation since 1993, was illegally exploited for almost 10 years starting from May 13, 2013. Of the 311,000 tons of known recoverable copper reserves at that time, 218,000 tons, or 70%, were illegally mined.

The initial period of exploitation of the remaining reserves covers 2025-2030. During this period, it is planned to export 85,000 tons of copper in the form of concentrate to the People's Republic of China worth 1.6 billion manats. At the same time, it is predicted that copper reserves at the mine will increase in the coming years. According to preliminary geological exploration data, there are about 470,000 tons of additional copper reserves here. As a result of a four-year geological exploration and research program, the volume of recoverable copper reserves at the deposit will be clarified.

At the initial stage, 980 people have been provided with permanent jobs at the complex. 260 of them are former internally displaced persons, including citizens who have returned to the territories liberated from occupation. In the coming years, it is planned to increase the number of permanent jobs for citizens, most of whom represent local communities, to 1,250.

Mining at the deposit is conducted by the operating company Azerbaijan International Mining Company Limited within the framework of an agreement on exploration, development, and production sharing at a number of ore deposits in Azerbaijan, concluded in 2024 between AzerGold CJSC and the American company R.V. Investment Group Services.

According to the law approved by President Ilham Aliyev in 2024, the authority to represent the state within the framework of the production sharing agreement is assigned to AzerGold CJSC.

Comprehensive environmental protection measures have been implemented as part of the project. An assessment of the initial situation and environmental monitoring have been conducted, based on the results of which an Environmental and Social Impact Assessment document has been prepared. During the implementation of the project, appropriate monitoring, laboratory analyses, greening works are being carried out, and water recycling systems are being applied to reduce dust and noise pollution, and protect soil and water resources. After the cessation of operations, technical and biological reclamation of territories will be ensured.

The implementation of this project is of great importance in terms of ensuring sustainable development of the non-oil sector in Azerbaijan, increasing the country's export potential, ensuring rational and legal use of natural resources in the territories liberated from occupation. At the same time, the attraction of private investment makes a significant contribution to the modernization and diversification of industry and the mining sector in the region, increasing economic activity, and creating new jobs. The Azerbaijani state has made very important decisions to support entrepreneurship in the territories liberated from occupation. Stimulating sustainable resettlement, private initiatives, attracting investment, and forming a favorable business environment in these territories have been identified as one of the main strategic goals.

It should be noted that legal entities and individuals carrying out activities in the territories liberated from occupation are exempted from paying profit tax, income tax, property tax, land tax, and simplified tax for a period of 10 years from January 1, 2023, as well as from VAT and customs duties on the import of equipment, technological equipment and installations, raw materials and materials imported by residents for carrying out economic activities in these territories.
