In Azerbaijan, a "single window" system has been introduced for state funding of NGOs
The Cabinet of Ministers of Azerbaijan has approved new rules for financing non-governmental organizations based on the "single window" principle, which is intended to ensure a unified approach to the distribution of state financial support for NGOs and increase the transparency of relevant procedures.
The decision was signed by Prime Minister Ali Asadov.
The document provides for the coordination of all types of state financial support for NGOs through the Agency for State Support of Non-Governmental Organizations of Azerbaijan.
This concerns funding from state structures as well as municipalities. The new mechanism also extends to the Youth Fund, the Small and Medium Business Development Agency (KOBİA), the Social Services Agency, and other structures providing support to NGOs.
The rules define the mechanism for implementing competitive and non-competitive financing, state orders, subsidies, and other forms of NGO support. Process coordination will be carried out through the "State Support of Non-Governmental Organizations" information system, operating on the basis of the Electronic Government platform. The owner and operator of the system is the Agency for State Support of NGOs.
NGOs that have not undergone state registration will not be able to receive funding from state structures. Funds will be transferred by donors to NGO bank accounts exclusively in the national currency — Azerbaijani manats.
