Ilham Aliyev approved the Action Plan for Accelerating Digital Development in Azerbaijan for 2026-2028

President of the Republic of Azerbaijan Ilham Aliyev signed an order approving the "Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026-2028."

As reported by BAKU.WS, the document states:

"Guided by paragraphs 3 and 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to expand the application of modern technologies in the country's economy and the potential of local production, as well as to ensure sustainable, competitive development based on high-level digitalization of public administration and infrastructure, I hereby decree:

1. To approve the "Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026-2028" (hereinafter – the Action Plan).

2. To ensure financing of the measures envisaged in the Action Plan from the state budget and other sources provided by law.

3. The Digital Development Council of the Republic of Azerbaijan shall carry out coordination and oversight of the implementation of the measures envisaged in the Action Plan.

4. The Ministry of Digital Development and Transport of the Republic of Azerbaijan shall:

4.1. inform the President of the Republic of Azerbaijan on a quarterly basis about the progress of implementation of the measures envisaged in the Action Plan;

4.2. submit to the Ministry of Finance of the Republic of Azerbaijan proposals on providing the necessary financial resources during the annual state budget preparation process for financing the measures envisaged in the Action Plan, on the distribution of these funds, their expenditure in other directions at any time during the budget year, as well as the consequences of their non-utilization (return to the budget) before the end of the year.

5. The Ministry of Finance of the Republic of Azerbaijan shall:

5.1. in order to finance the measures envisaged in the Action Plan, carry out appropriate work during the annual preparation of the state budget to provide the necessary financial resources as a separate line item, with financial expertise being conducted;

5.2. in coordination with the Ministry of Digital Development and Transport of the Republic of Azerbaijan, implement the measures provided for in paragraph 4.2 of this order.

6. Monitoring and evaluation of the implementation of the measures envisaged in the Action Plan shall be carried out by the Center for Analysis of Economic Reforms and Communication on the basis of an order from the Ministry of Digital Development and Transport of the Republic of Azerbaijan.

7. To instruct the central and local executive authorities, legal entities in state ownership, and legal entities whose controlling share of stakes (shares) belongs to the state, legal entities of public law established on behalf of the state, and other budgetary organizations, and to recommend to the Supreme Court of the Republic of Azerbaijan, the General Prosecutor's Office of the Republic of Azerbaijan, the Central Bank of the Republic of Azerbaijan, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the Chamber of Accounts of the Republic of Azerbaijan, the Judicial-Legal Council of the Republic of Azerbaijan, and the Anti-Corruption Commission of the Republic of Azerbaijan:

7.1. to ensure timely and full implementation of the measures envisaged in the Action Plan;

7.2. to submit monthly information on the implementation of the measures envisaged in the Action Plan to the Ministry of Digital Development and Transport of the Republic of Azerbaijan and the Center for Analysis of Economic Reforms and Communication by the 10th day of each subsequent month."
