AI and Human Rights Baku Declaration Adopted
Following the International Baku Summit of Ombudsmen on the topic "Human Rights in the Era of Artificial Intelligence: Opportunities, Risks, and Responsibility," the Baku Declaration on Artificial Intelligence and Human Rights was adopted.
As Report informs, the document emphasizes that the protection of human rights and freedoms, as well as human dignity, must remain the top priority in the development and application of artificial intelligence technologies.
The Declaration recommends that states develop safe, transparent, and accountable AI governance mechanisms, ensure data protection, prevent algorithmic bias, and strengthen legal oversight.
The importance of assessing the impact of AI systems on human rights, maintaining human control in decision-making, protecting personal data, and strengthening cybersecurity was also noted.
The document addresses issues of combating algorithmic discrimination, protecting vulnerable groups, enhancing digital literacy, fighting disinformation and hate speech, as well as expanding cooperation between ombudsman institutions, international partners, and the private sector.
