In Azerbaijan, the conditions for renting housing with a mandatory subsequent purchase have changed
New conditions have been established for citizens wishing to use the housing rental mechanism with a mandatory subsequent purchase obligation.
As reported by BAKU.WS with reference to Oxu.Az, amendments to the rules of the mechanism applied by the Mortgage and Credit Guarantee Fund came into effect on October 1, 2026.
According to them, a citizen who has received housing under this mechanism will be able to transfer their obligations to another person after three years from the date of signing the contract. At the same time, citizens who have transferred their obligations will be able to use the mechanism again only five years after doing so.
Under the new rules, the housing rental mechanism with a mandatory subsequent purchase obligation will be available to borrowers who, at the time of application, do not have an active mortgage loan issued from the funds of the Mortgage and Credit Guarantee Fund.
In addition, the conditions for evaluating applicants' credit histories have been updated. Now, only those whose credit history is rated as "positive" or "satisfactory" will be able to use the mechanism.
It should be noted that the mechanism, operating in accordance with Decree No. 488 of the President of Azerbaijan Ilham Aliyev dated January 25, 2019, is aimed at improving the housing conditions of citizens who lack sufficient personal savings to purchase housing.
In 2020-2026, citizens were offered fully renovated apartments in residential complexes at 17 addresses in Baku, Sumgayit, and the Absheron district. To date, more than 10,000 rental contracts have been concluded under the mechanism.
