Following the decisions related to the expulsion of Ramiz Mehtiyev from the membership of the Azerbaijan National Academy of Sciences (ANAS), the scientific content, authorship, and use in the educational process of works published under his name will also become the subject of an investigation.
As reported by modern.az, a scientific review of R. Mehtiyev's works is planned, along with a reassessment of the practice of using them as educational materials. As part of the review, claims that scientific works published under his name may have been prepared by other individuals will be examined, and the circumstances of their writing will be established and scientific references to these publications will be verified.
How can the authorship of books be established?
One of the key areas of the investigation will be determining the possible involvement of other individuals in the preparation of books and articles published under R. Mehtiyev's name.
In doing so, a distinction will need to be made between authorship and such activities as scientific editing, translation, consulting, and technical preparation of materials.
In this regard, original manuscripts, various versions of texts, publishing documentation, and editorial work materials may be of significant importance. Testimonies from people who participated in the preparation of these works may also help clarify the question of authorship.
Scientific references will also be in the spotlight
According to available information, references to R. Mehtiyev's works are also planned to be reviewed. The main focus will be not on the number of citations, but on assessing the purpose for which they were used in scientific works and how justified such references were.
The investigation will examine references to R. Mehtiyev's publications in dissertations, monographs, textbooks, and scientific articles. A separate assessment will be made of whether they contributed to the scientific substantiation of the respective research or were exclusively formal in nature.
It will be verified which universities included R. Mehtiyev's books in their curricula
In addition, a review of the use of works published under R. Mehtiyev's name in the educational process is planned, along with an assessment of the quality of literature provided to students.
At this stage, it is expected to determine which specific books were included in university curricula, syllabi, and recommended reading lists.
Another planned measure is the removal of R. Mehtiyev's books from the collections of all libraries. This procedure is expected to be carried out alongside the scientific review of his works and the reassessment of the practice of their use in the educational process.
It should be recalled that R. Mehtiyev has been charged with laundering property obtained through criminal means, treason, as well as actions aimed at the violent seizure of power or the violent alteration of the constitutional order of the state.
By the decision of the Baku Court on Grave Crimes dated October 27, 2026, he was sentenced to 14 years of imprisonment. Taking into account his age and health condition, a decision was made to apply the sentence conditionally. According to the verdict, the confiscation of his property in favor of the state and the submission of a recommendation to consider the revocation of his state awards are also stipulated.
