Increase in the subsistence minimum in Azerbaijan: what awaits citizens in 2026
In 2026, the subsistence minimum and the needs criterion in Azerbaijan are planned to be set at 300 manats.
It is noted that in 2025 this figure is 285 manats. Thus, in 2026, the needs criterion will increase by 5.3%, or by 15 manats, compared to the previous year.
The needs criterion is used when assigning targeted state social assistance.
According to legislation, low-income families whose average monthly income, due to reasons beyond their control, is below the established needs criterion for each family member, are entitled to receive such assistance.
According to economist Eldeniz Amirov, if the per capita income in a family is 295 manats, and the needs criterion for the next year is set at 300 manats, such a family will be eligible to receive targeted social assistance.
