New state duties are being established in Azerbaijan
In Azerbaijan, a state duty is being established for the technical inspection of mopeds, their state registration, or the provision of other services.
As Oxu.Az reports, this issue was reflected in the draft amendments to the law "On State Duty," which was brought up for discussion at today's session of the Milli Majlis Committee on Economic Policy, Industry, and Entrepreneurship.
According to the draft, moped owners will pay a state duty of 15 manats for the annual technical inspection of the vehicle in cases established by law.
In addition, moped owners will also have to pay a state duty for other procedures:
- for conducting technical inspection of vehicles when making changes to the technical registration parameters of vehicles or at the request of the vehicle buyer - 15 manats;
- for vehicle registration (permanent and temporary registration, state registration of vehicles with the relevant executive authorities on the basis of vehicle alienation agreements) - 10 manats;
- for administering exams for the issuance of a driver's license - 40 manats;
- for re-administering exams for obtaining a driver's license for operating mopeds - 20 manats.
- for the issuance of a driver's license or replacement of a driver's license - 30 manats;
- for the issuance of state registration plates - 15 manats;
- for the issuance of a registration certificate - 30 manats.
Also, according to the draft, mopeds must be subject to mandatory insurance.
It is noted that mandatory third-party civil liability insurance is envisaged in connection with the use of registered mopeds.
It should be recalled that the draft was prepared in connection with the implementation of the law dated December 9, 2025, "On Amendments to the Law of the Republic of Azerbaijan 'On Road Traffic.'"
