President Ilham Aliyev participated in the opening of the first stage of Khorovlu village in Jabrayil district
On October 28, the President of the Republic of Azerbaijan Ilham Aliyev participated in the opening of the first stage of the Khorovlu village in Jabrayil district.
As reported by BAKU.WS with reference to AZERTAG, the special representative of the President of the Republic of Azerbaijan in Jabrayil, Gubadli and Zangilan districts, Vahid Hajiyev, informed the head of state about the work done in Khorovlu village.
Recall that Khorovlu village was occupied by Armenia in 1993. On October 4, 2020, the Azerbaijani army liberated the village from occupation.
President Ilham Aliyev laid the foundation of this village in May 2023. In October last year, the head of state and First Lady Mehriban Aliyeva familiarized themselves with the construction progress of private homes and social facilities in Khorovlu.
In Khorovlu village, with a total area of 248 hectares, 334 private houses have been built. The houses have two, three, four, and five rooms, and they are equipped with water, electricity, gas, solar panels, and high-speed internet. The houses display ornaments of Karabakh carpets. The roads within the village are paved.
In the first stage, on an area of 94 hectares, 334 private houses, a school for 624 students, a kindergarten-nursery for 220 children, a two-story administrative building, a market complex, multifunctional public catering facilities, a medical center, and a sports and recreation center have been built.
In the village, the ancient kahrizes (underground water channels) "Asker," "Shighy," "Orta," "Gulgasym," and "Khalifa," which were destroyed during the occupation, have been restored. Part of Khorovlu's water supply will be provided by these kahrizes.
In the built village nursery-kindergarten, special attention has been paid to ensuring comfortable conditions for children. The kindergarten will provide children with a dining room, a playroom, and a music room. In addition, the building has administrative, computer, and methodological offices. Conditions have also been created for children to spend their leisure time interestingly.
A modern building for a complete secondary school has also been built in Khorovlu. It has all the possibilities for organizing the educational process at a high level. Here, 26 classrooms equipped with necessary teaching aids and equipment, offices for chemistry, physics, biology and informatics, music, drawing, military training, four laboratories, and a library will be made available to students. The school also has an assembly hall for 180 people, an indoor sports hall, and a dining room. An open sports ground has been created on the territory of the educational institution.
In Khorovlu village, a park complex has been built on an area of 4.4 hectares. A play area for children, a sports ground, a basketball court, a zone for board games, and gazebos have been created here. Pedestrian paths have also been laid from the Flag Square to the market complex. Olive trees, plane trees, and Eldar pines have been planted on an area of 3.1 hectares. Natural rocks discovered during earthworks have been transported to the park and used as part of the landscape design. The water reservoir of the "Asker" kahriz has been completely renovated, and a decorative landscape has been created. At the same time, four buildings destroyed during the occupation have been preserved in the park area as visual evidence to convey the realities of that period to future generations.
In addition, a two-story administrative building has been constructed in the village. A modern situation center has been created there to ensure operational management and effective decision-making. The center also plans to implement a geographic information system (GIS) for village management. The integration of the village's general plan into the GIS platform will allow for efficient planning and management of the settlement. All land plots, buildings, roads, water, electricity, gas supply and communication lines are placed on this platform with coordinates indicated. The platform allows tracking design and construction processes, making changes on the map, and making decisions according to various situations. It has access to three-dimensional (3D) building models, real-time data from cameras, which makes it possible to directly observe the current situation both on the map and in the system. The use of the platform is considered an innovative solution in modern management in terms of integration with government and private institutions, information exchange, accountability, and visual presentations.
After familiarizing himself with the conditions created in Khorovlu village of Jabrayil district, the head of state met with residents who had moved to the village and presented them with keys to their apartments.
