On October 29, Azerbaijan's Minister of Foreign Affairs Jeyhun Bayramov participated in and addressed the meeting of the Council of Foreign Ministers of the Organization of Turkic States (OTS) as part of a working visit to Ankara.

As reported by BAKU.WS, this was announced by the Ministry of Foreign Affairs of Azerbaijan.

At the beginning of his speech, Jeyhun Bayramov sincerely congratulated the brotherly people and state of Türkiye on Republic Day, celebrated on October 29.

The minister noted that the existing contradictions in the system of international relations, ongoing conflicts, double standards in the application of norms and principles of international law, as well as the difficulties faced by international institutions in preventing crises, create new challenges for states.

Under these conditions, he emphasized the importance of cooperation based on mutual trust, common interests, and solidarity.

The measures taken during Azerbaijan's chairmanship of the OTS after the summit held in Gabala in 2025 were noted, aimed at strengthening political solidarity, enhancing institutional effectiveness, expanding economic and transport ties, and reinforcing the Organization's international standing. In this context, it was pointed out that numerous meetings and consultations at various levels were held in close coordination with member states and observers, as well as with the Organization's Secretariat.

Among the important outcomes of the chairmanship, the strengthening of political dialogue and coordination between national security structures, the holding of a meeting of security council secretaries of OTS member states in Baku, and the adoption of a Roadmap for 2027 providing for joint production and technological cooperation in the defense industry were highlighted. At the same time, the importance of expanding cooperation in the areas of trade, investment, transport, energy, finance, digital development, innovation, and new technologies was noted.

It was emphasized that during the chairmanship, humanitarian cooperation, the preservation of common historical and cultural heritage, and the strengthening of ties between peoples were also among the key priorities. In this regard, the significance of holding the Turkic World Week dedicated to the 100th anniversary of the First Turkology Congress, the first meeting of heads of state bodies responsible for religious affairs in Shusha, and the VII meeting of the Council of Heads of Muslim Religious Administrations of OTS member states in Baku was noted.

Jeyhun Bayramov assessed the holding of four informal meetings of foreign ministers during 2026 as an important indicator of the continuity of political dialogue and coordination of positions on regional and international issues.

As an example, he cited the joint statement adopted at the meeting in Istanbul on the situation in the Middle East, in which solidarity was expressed amid security threats to Azerbaijan and Türkiye. At the meeting in New York, the importance of continuing joint diplomatic efforts to obtain observer status for the organization at the UN General Assembly was emphasized. The beginning of the practice of circulating joint OTS statements as official documents of the UN General Assembly and Security Council was also noted.

It was pointed out that the OTS+ format, established at the Gabala summit, creates new opportunities for cooperation with third countries and international organizations. The need for effective use of existing mechanisms, ensuring the implementation of adopted decisions, coordinating the activities of national agencies, and strengthening the monitoring and coordinating role of the Organization's Secretariat was emphasized.

In conclusion, Jeyhun Bayramov thanked the member states and observers, the Secretary General, and the Organization's Secretariat for their support and active participation during Azerbaijan's chairmanship. He expressed confidence in the continuation of cooperation during Türkiye's upcoming chairmanship and wished the Turkish side success.
