AUDIO RECORDING of a telephone conversation between Ramiz Mehtiyev and a foreign intelligence services officer

Former Head of the Presidential Administration of Azerbaijan Ramiz Mehtiyev, on September 27, 2025, through his assistant Eldar Amirov and other individuals, presented to the chairman of the "Popular Front Party of Azerbaijan" (PFPA) Ali Kerimli a written material prepared in August-September 2025 in a foreign language entitled "Proposals for Restructuring the State Governance System," containing secret plans and courses of action against the state authority, with the purpose of jointly coordinating the issues outlined in this document.

As reported by BAKU.WS, this is stated in the information from the State Security Service of the Republic of Azerbaijan.

According to the data, on October 3, 2025, he sent the final edited version of the above-mentioned article through employees of "Sharq-Garb" OJSC, of which he is the de facto owner, to high-ranking officials of the special services of a foreign state, with whom he had personally contacted in advance, and the said transmission was technically recorded.
