The non-oil and gas sector has become the main driver of growth within the framework of the economic diversification strategy in Azerbaijan.

As Report informs, this was stated by Minister of Economy Mikayil Jabbarov at a forum in Baku dedicated to tax system issues.

According to him, in 2021–2025, the average annual real GDP growth rate in the non-oil and gas sector was 5.9%, which allowed it to become one of the key sources of economic development.

The minister noted the important role of the private sector in the diversification process and emphasized that state support in this direction continues. In recent years, the main support measures have been tax and customs incentives, which contributed to an increase in the private sector's share of tax revenues. In particular, last year the private sector accounted for 76% of revenues in the non-oil and gas sector.

According to Jabbarov, in 2025, fixed capital investments in the private non-oil and gas sector grew by 11.1%, while investments from foreign sources increased by 24%. At the same time, investments in non-oil and gas industry rose by 26%.

In 2021–2025, the average annual growth of value added in the non-oil and gas industry was 8%. As a result, the share of the non-oil and gas sector in the GDP structure increased from 58.3% in 2018 to 71.5% in 2025.
