Iranian authorities must significantly reduce their uranium enrichment capabilities to end the war with the United States.

"If you don't want nuclear weapons, then why do you need fuel enriched to 60%? And if you want to demonstrate a commitment to abandoning the development of nuclear weapons, don't produce highly enriched fuel. This is a very important fundamental issue [in ending the conflict]," Vance said. "I think that if they want to demonstrate a commitment to abandoning the development of nuclear weapons, they should take meaningful steps regarding their uranium enrichment capabilities."

He stated that the U.S. remains open to reaching an agreement but will demand specific concessions from Iran in the nuclear sphere. "We are not going to exchange words for actions," the vice president said. According to him, the situation is complicated by the fact that Washington is not sure who makes decisions in Tehran. Vance said that the U.S. is negotiating with Iranian President Masoud Pezeshkian and Foreign Minister Abbas Araghchi. However, he claimed, it is unclear how significant their influence is within Iran's power structure. "One of the things we've noticed is that it's not entirely clear how decisions are made in their country," Vance believes.

The U.S. and Israel launched a war against Iran on February 28. In June, Washington and Tehran signed a memorandum of understanding providing for an immediate ceasefire on all fronts, including in Lebanon. However, on the night of July 8, the U.S. resumed large-scale strikes on Iran, accusing it of violating the terms of the agreements reached regarding the Strait of Hormuz. Approximately 25% of the world's oil trade and about 20% of liquefied natural gas is transported through it. The U.S. administration then effectively signaled the cessation of large-scale military force against Iran and a shift to attempting its economic strangulation through sanctions.
