Scandal around illegal demolition of a house in Baku: did the owner demand 2 million manats from the company?

A representative of the housing cooperative FEBA, part of the construction company Melissa Group, stated that they offered 651,000 manats to Habib Hajiyev, whose house in the Yasamal district of Baku was demolished without official permission, but the citizen demanded about 2 million.
But is this really the case?
As reported by BAKU.WS, the owner of the illegally demolished house, Elara Hajiyeva, told Oxu.Az that this statement is a blatant lie.
"They didn't come to negotiate with us at all. The company representatives are deliberately lying. The claim that they allegedly offered us 651 thousand manats is also untrue. Only through a notification letter were we offered just 173 thousand manats," she added.
