The State Housing Development Agency (MİDA), the State Security Service (SSB), and the State Special Communication and Information Security Service (SSCISS) have distributed joint information.

As reported by BAKU.WS, the information states:

"On December 3, 2025, during the sale of 627 apartments under the State Housing Development Agency (MİDA) projects through the "Affordable Housing" system on the "Electronic Government" portal, the system's operation was monitored and securely protected. Security was provided by the State Security Service (SSB), the State Special Communication and Information Security Service, as well as MİDA.

During the monitoring of the apartment selection process and measures to ensure information security, various cyberattack attempts were recorded, which were promptly identified and neutralized.

A criminal case was initiated by the State Security Service based on the relevant identified facts.

It has been established that citizens of the Republic of Azerbaijan, J.Suleymanly and T.Abdulov, with the aim of accelerating the process of obtaining housing on preferential terms for various citizens who approached them, as well as providing these citizens with illegal advantages, had previously obtained and adapted special software using special technical capabilities in the field of information technology. Through illegal implementation of this software into the user page of MİDA's "Affordable Housing" information system that provides the apartment selection process, as well as into its integrated protection mechanism, on December 3, 2025, at 11:00, they committed actions aimed at deliberately creating serious obstacles to the normal functioning of computer infrastructure.

These individuals have been held criminally liable by the State Security Service under Articles 273.3.1 and 273.3.2 (illegal interference with a computer system - actions aimed at repeatedly deliberately obstructing the operation of a computer system by deliberately entering computer data without appropriate rights) of the Criminal Code of the Republic of Azerbaijan.

Currently, investigative and operational measures continue regarding related circumstances.
