Mehriban Aliyeva appointed chairperson of the Digital Development Council of Azerbaijan - DECREE

President of the Republic of Azerbaijan Ilham Aliyev signed a decree on certain measures to improve activities in the field of digitalization, electronic government, artificial intelligence and innovations in the Republic of Azerbaijan.

As reported by BAKU.WS, the document states:

"Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to determine priority areas in the field of digitalization, electronic government, artificial intelligence and innovations (hereinafter - digital development) in the Republic of Azerbaijan, to strengthen the national technological potential, to reinforce digital sovereignty, to accelerate the transition to an innovation-oriented economic model, as well as to ensure unified and coordinated implementation of state policy in this area, I decree:

1. To establish the Digital Development Council of the Republic of Azerbaijan (hereinafter - the Council).

2. To approve the following composition of the Council:

Chairperson of the Council

First Vice-President of the Republic of Azerbaijan Mehriban Aliyeva

Members of the Council:

Assistant to the President of the Republic of Azerbaijan - Head of the Department for Economic Affairs and Innovation Development Policy

Assistant to the President of the Republic of Azerbaijan - Head of the Department for Economic Policy and Industry

Assistant to the President of the Republic of Azerbaijan for Socio-Economic Affairs

Minister of Digital Development and Transport of the Republic of Azerbaijan

Minister of Science and Education of the Republic of Azerbaijan

Minister of Justice of the Republic of Azerbaijan

Minister of Finance of the Republic of Azerbaijan

Minister of Economy of the Republic of Azerbaijan

Chairman of the Central Bank of the Republic of Azerbaijan

Executive Director of the State Oil Fund of the Republic of Azerbaijan.

3. In order to organize the activities of the Council, to establish the Secretariat of the Council and to assign the functions of the Secretariat to the Ministry of Digital Development and Transport of the Republic of Azerbaijan.

4. To establish that in order to fulfill the tasks provided for in part 5 of this decree, the Council may engage local and foreign experts, specialists, international organizations, scientific institutions and organizations, as well as create working groups on specific areas consisting of representatives of relevant state bodies (entities) and other stakeholders.

5. The Council in the field of digital development shall:

5.1. ensure control over the implementation of measures provided for in state programs and coordination of policy among state bodies (entities);

5.2. exercise control over ensuring that projects implemented by state bodies (entities) comply with existing strategic goals in this area;

5.3. taking into account proposals from state bodies (entities) and recommendations of international organizations, take measures to improve regulatory legal acts.

6. The Council shall inform the President of the Republic of Azerbaijan about its activities once a year."
