How was about 1 million manats legalized under the guise of "providing services"? - Secret NGO scheme in Azerbaijan

The editorial office of Baku TV received information from reliable sources about identified facts of legal violations in the activities of a number of local non-governmental organizations (NGOs), as well as branches and representative offices of some foreign NGOs.
As it became known, law enforcement agencies have focused on structures and their leaders suspected of conducting secret and illegal activities on the territory of the country. Currently, an investigation is being conducted on these facts.
According to the source, some individuals who registered as natural persons, bypassing legal requirements, arranged to receive grant funds from international organizations under the guise of "service contracts," without registering as donors. Such actions allowed them to create the appearance of legitimate work with foreign structures and receive significant amounts in the form of grants.
In addition, real estate was purchased and legalized with these funds. The total amount of identified operations is estimated at approximately 700,000 manats.
