At the opening ceremony of WUF13, President Ilham Aliyev cited examples of the modern urbanization process being carried out in Baku.

As reported by BAKU.WS, the head of state said: "Baku is the first city in the world where oil was extracted in 1846. Throughout all these years, proper attention was not paid to environmental protection, and the land and air were polluted. Perhaps such names of Baku settlements like 'Black City,' Bibi-Heybat, and Boyuk-Shor mean nothing to many of you. But if you have the time, visit these places and look at the photos and videos showing what they looked like twenty years ago and what appearance they have acquired after the work that has been done. Of course, this is also a demonstration of the work being carried out both in Baku and in other parts of the republic."
