How much will card-to-card transfers cost under the new rules?
The discussed restrictions related to card-to-card money transfers have become a subject of debate in terms of their impact on citizens' everyday financial transactions.
On this matter, the Chairman of the Board of the Azerbaijan Society of Appraisers (ASA) Vugar Oruj told BAKU.WS that strengthening control over banking operations is important from the perspective of increasing economic transparency.
According to him, personal money transfers and transactions carried out within the framework of entrepreneurial activity should be differentiated.
"The fact that a citizen makes several money transfers during the day does not necessarily indicate that they are engaged in commercial activity. People may send funds to family members, repay debts, pay for their children's education and living expenses," the expert noted.
V. Oruj emphasized that banks, when assessing transactions, should take into account the source of funds, the regularity of transfers, and their purpose:
"Financial control should not become an additional bureaucratic barrier for legitimate transactions; a clear and efficient appeal mechanism should be established for clients who face restrictions," he concluded.
According to the Central Bank, the upper limit of commissions for the real-time settlement system has been reduced by half, and for the clearing and settlement system for small payments — by 1.5 times. In the new tariff model, commissions will not depend on the time of the transaction. Fixed tariffs will be applied based on intervals corresponding to the payment amount.
