Report of the EU's chief diplomat on Israel became a cause of scandal even before publication

A report prepared by the head of European Union diplomacy Kaja Kallas on the situation in Israel has become the subject of a major scandal even before its official presentation.
This is reported by the publication Bild.
According to journalists, Kallas intends to present the document at a meeting of EU foreign ministers in Brussels on Monday. In the Bild publication, the report is called a "stab in the back" to Israel.
The document claims that the European External Action Service has recorded possible violations by Israel of human rights obligations provided for in the partnership agreement with the EU.
According to information from Bild, Kallas may propose discussing the suspension of the partnership agreement concluded with Israel in 2000. Economic sanctions and the cancellation of tariff preferences are being considered as possible measures.
The reaction from Israel followed immediately: the country's authorities accused the EU of double standards and criticized the initiative.
