Why should cafes and restaurants operate on prohibited beaches?

Swimming is prohibited, but services are provided.
In the capital, there are many unofficial beach areas where swimming is prohibited and poses a danger to life. These territories are not controlled by the relevant services. However, at some of these locations, cafes and restaurants operate, attracting visitors to these unsafe places.
A representative of the Ministry of Emergency Situations explained the situation: if there are no lifeguards, ministry posts, information boards, and restrictive signs in the water - this is an uncontrolled beach.
Meanwhile, the staff of these establishments claim that they received permission to operate from the district executive authority. Although managers refused to comment, the personnel provided brief information about prices and services.
On this issue, the Executive Authority of Baku city reported that permission for the activities of these establishments and control over them is carried out by the executive bodies of the respective districts.
