Ilham Aliyev signed an order on the preparation of the II State Program of the Great Return

President Ilham Aliyev signed an order on the preparation of the "Strategy for Socio-Economic Development of the Republic of Azerbaijan for 2027-2030" and the "II State Program of the Great Return to the territories of the Republic of Azerbaijan liberated from occupation".

As reported by BAKU.WS, the document states:

"The successful implementation of the "Strategy for Socio-Economic Development of the Republic of Azerbaijan for 2022-2026", prepared in accordance with the "National Priorities for Socio-Economic Development: Azerbaijan 2030", approved by the Order of the President of the Republic of Azerbaijan dated February 2, 2021, number 2469, as well as the "I State Program of the Great Return to the territories of the Republic of Azerbaijan liberated from occupation" created an important foundation for the social, economic and institutional development of the country.

The mentioned Strategy is being implemented based on five National Priorities for socio-economic development. Thanks to the consistent and systematic implementation of this Strategy, the economy's resilience to external influences has been further strengthened, its diversification has deepened, economic growth has acquired a continuous and inclusive character, the level of public welfare has increased, and large financial reserves have been formed for future generations.

An important role in achieving these results was played by encouraging private initiatives and attracting investments, supporting a favorable business environment, expanding opportunities to enter global markets, as well as digitalization and human capital development. Along with this, the ongoing work on restoring territories liberated from occupation and their reintegration into economic activity, the safe return of the population to their native lands, as well as ensuring sustainable settlement and employment in Karabakh and Eastern Zangezur have turned the Great Return process into an integral part of achievements in the country's socio-economic development.

In the coming years, Azerbaijan is entering a new period characterized by more complex challenges and rich opportunities. This period is characterized by the deepening of global economic polarization, the acceleration of technological progress, as well as the widespread introduction of technologies based on artificial intelligence.

Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to ensure stable growth of socio-economic achievements gained by our country in recent years, expand the attraction of private, including direct foreign investments for this purpose, improve the favorability of the business environment, strengthen the scientific and technological capacity of the economy, as well as ensure the sustainability of the Great Return to the territories liberated from occupation, I decree:

1. The Cabinet of Ministers of the Republic of Azerbaijan shall:

1.1. within nine months, prepare and submit to the President of the Republic of Azerbaijan drafts of the "Strategy for Socio-Economic Development of the Republic of Azerbaijan for 2027-2030" and the "II State Program of the Great Return to the territories of the Republic of Azerbaijan liberated from occupation", as well as proposals on the amount of financial resources necessary for the implementation of the measures provided for in these projects, and sources of financing;

1.2. when preparing the projects provided for in paragraph 1.1 of this Order, ensure the following:

1.2.1. coverage in the "Strategy for Socio-Economic Development of the Republic of Azerbaijan for 2027-2030" of state programs, strategies, national action plans, concepts and other similar documents, the development of which is planned for 2027-2030;

1.2.2. implementation of effective cooperation with leading international organizations and specialized consulting companies;

1.2.3. involvement of relevant state bodies (institutions), scientific organizations, experts and civil society institutions;

1.3. resolve other issues arising from this order".
