In 2025, consumers in Azerbaijan received refunds of 191 million 98.9 thousand manats from the value-added tax (VAT) paid for purchased goods and services.

BAKU.WS reports this with reference to the State Tax Service.

The indicated VAT amount was paid through authorized banks for goods purchased in retail trade and catering (excluding petroleum products, automobiles, alcoholic beverages and tobacco products), as well as for medical services provided by medical institutions and individuals engaged in private medical practice.

For 2025, the amount of VAT returned from the state budget for goods purchased by foreign citizens for personal consumption (tax free) amounted to 10 million 533.3 thousand manats.
