Ramiz Mehtiyev legalized more than 17 million manats obtained through criminal means

Former Head of the Presidential Administration Ramiz Mehtiyev legalized funds in the amount of more than 17 million manats obtained through criminal means by October 13, 2025.

As reported by BAKU.WS, this is stated in a statement from the State Security Service (SSS).

On September 27, 2025, Ramiz Mehtiyev, through his assistant Amirov Eldar Gurban oglu and other persons, presented to Ali Karimli written material prepared in August-September 2025 in a foreign language titled "Proposals for Restructuring the Public Administration System," containing secret plans and courses of action against the state power, and with the aim of jointly coordinating the issues outlined in this document, on October 3, 2025, sent the final edited version of the above-mentioned article through employees of OJSC "Sharq-Garb," of which he is the actual owner, to high-ranking officials of foreign intelligence agencies of a foreign state, whom he had personally contacted in advance, and the said transmission was technically recorded.

Thus, Ramiz Mehtiyev committed actions aimed at seizing state power with the help of foreign intelligence agencies and forcibly changing the constitutional order, as well as committed treason by providing assistance to representatives of a foreign state to the detriment of the state security of the Republic of Azerbaijan.

For the committed acts, Ramiz Mehtiyev has been held accountable as a defendant and has been charged under Articles 193-1.3.2 (legalization of large-scale property obtained through criminal means), 274 (treason), and 278.1 of the Criminal Code of the Republic of Azerbaijan.
