President of Azerbaijan approved new rules on regulating the use of subsoil resources

President Ilham Aliyev signed a decree on the implementation of the law dated March 17, 2026, "On Amendments to the Law 'On Subsoil Resources' and the Regulation of Certain Related Issues."

As reported by BAKU.WS, the decree approved the "Rules on Measures for the Rehabilitation of Activities of Subsoil Users Engaged in the Exploitation of Non-Metallic Mineral Deposits."

The Cabinet of Ministers must approve the following regulatory legal acts within three months and inform the head of state:

- in accordance with the third sentence of the second part of Article 13 of the Law "On Subsoil Resources," the procedure for granting subsoil resources (except for deposits of precious and non-ferrous metals and stones) for use through direct negotiations;

- in accordance with the ninth part of Article 13 of the said law, the procedure for granting subsoil users the right to use production waste associated with mining operations;

- in accordance with Article 13-1.5 of the said law, the procedure for the reclamation of territories where subsoil-related operations were conducted;

In addition, the government must resolve other issues arising from the new law.
