As reported by BAKU.WS, this was stated by the President of Azerbaijan Ilham Aliyev during a meeting with residents who relocated to the city of Agdam.

"Especially if sanctions had been imposed against a small and not wealthy, one might say poor country like Armenia, it would certainly have ended the occupation. However, not only were sanctions not imposed, but on the contrary, some provided them with weapons free of charge, not worth millions, but billions of dollars," the head of state noted.
