The bill "On the state budget of the Azerbaijan Republic for 2026" was adopted in the third reading in the Milli Mejlis.

According to the provided information, state budget revenues for 2026 are projected at 38 billion 609 million manats, which is 253 million manats or 0.7% more compared to the forecast for 2025, and 1 billion 447.2 million manats or 3.9% more compared to the budget execution of 2024.

State budget expenditures are projected at 41 billion 703.6 million manats, which is 296 million manats or 0.7% more compared to the forecast for 2025, and 3 billion 990 million manats or 10.6% more compared to the budget execution of 2024.

The upper limit of the state budget deficit is projected at 3 billion 94.6 million manats, which is 2.3% of GDP.

State budget revenues for 2026:

- State budget revenues for 2026 are set at 38 billion 609 million manats, which is 28.8% of GDP. This indicator is 253 million manats or 0.7% more than the forecast for 2025 and 1 billion 447.2 million manats or 3.9% more than the budget execution of 2024. Compared to 2022, state budget revenues in 2026 will increase by 7 billion 929.4 million manats or 25.8%.

- Excluding projected transfers from the State Oil Fund to the state budget, state budget revenues are set at 25 billion 774 million manats, which is 1 billion 899 million manats or 8% more compared to the corresponding indicator for 2025, and 1 billion 393.2 million manats or 5.7% more compared to the budget execution of 2024. The amount of transfers from the State Oil Fund to the state budget is projected to be 1 billion 646 million manats or 11.4% less than the 2025 level.

- Of the projected state budget revenues for 2026, 42.6% or 16 billion 435 million manats comes from the oil and gas sector, and 57.4% or 22 billion 174 million manats from the non-oil and gas sector. Compared to the projected state budget indicator for 2025, oil and gas sector revenues (including transfers from the State Oil Fund) will be 1 billion 876 million manats or 10.2% less, and non-oil and gas sector revenues will be 2 billion 129 million manats or 10.6% more. Compared to the budget execution of 2024, oil and gas sector revenues are projected at 1 billion 126.6 million manats or 6.4% less, and non-oil and gas sector revenues at 2 billion 573.8 million manats or 13.1% more.

State budget expenditures for 2026:

- State budget expenditures for 2026 are set at 41 billion 703.6 million manats, which is 296 million manats or 0.7% more compared to 2025 and 3 billion 990 million manats or 10.6% more compared to the budget execution of 2024. The share of state budget expenditures in GDP will be 31.1%. Compared to 2022, state budget expenditures in 2026 will increase by 9 billion 639 million manats or 30.1%.

- In the structure of state budget expenditures for the next year, current expenditures will be 60.3% or 25 billion 161.2 million manats (407.3 million manats or 1.6% more compared to 2025, 3 billion 817.2 million manats or 17.9% more compared to the execution of 2024), capital expenditures - 33.8% or 14 billion 84.8 million manats, expenses for servicing the state debt - 5.9% or 2 billion 457.6 million manats (58 million manats or 2.4% more compared to 2025, 1 billion 162 million manats or 89.7% more compared to the execution of 2024). 88.1% of current state budget expenditures for 2026 will be covered by receipts from the non-oil and gas sector, which is 7.1 percentage points more compared to 2025.
